LEGAL AND ORGANIZATIONAL PRINCIPLES OF SECURITY OF ACTIVITY IN THE FIELD OF TOURIST AND HOTEL BUSINESS IN UKRAINE

Abstract

Current trends in the tourism business and related industries, including the hotel industry, as well as new conditions of existence and business development require detailed study and use in everyday business activities of international and national standards for the provision of safe services to customers. Currently, we see an increase in all types of tourism, including extreme, which, unfortunately, increases the likelihood of accidents during tourist trips, events and more. The media report on numerous fires that occur in temporary accommodation and catering establishments. Unfortunately, the state does not require tourism companies and tourist insurers to provide information on the number of victims or those who died during tourist trips, so society learns about them only through publicity. Throughout the history of organized tourism, international organizations have developed a number of documents that provide states and enterprises in the hospitality industry with clear recommendations for safe business, quality customer service. National legislation in the field of tourism also requires businesses to create safe conditions in the provision of transfer services, accommodation, meals, as well as during excursions and other tourist activities. Ukraine has ratified a significant number of international documents and standards in this aspect. But today the activity of tourist enterprises in the organization and the implementation of norms and requirements of safety in the provision of services is rather nominal or absent at all. From the end of 2019, the well-known dangers that hospitals must prevent are compounded by the threat of a global pandemic caused by the COVID-19 virus, which requires additional measures for the service business. This study examines the main international and national legal instruments that currently regulate the security of tourism services, clarifies the current state of security in tourism in Ukraine and provides recommendations for improving this level and providing quality and safe tourism services in general. The authors outlined their plans for further development of research in this area, which will be conducted in order to find ways to reduce the level of security in the field of tourism and hotel and restaurant services, which will be an indicator of improving the quality of these services.
