ASSESSMENT OF THE INDUSTRIAL SECTOR’S HUMAN RESOURCE POTENTIAL IN THE CONTEXT OF STRENGTHENING UKRAINE’S ECONOMIC RESILIENCE AND SECURITY
Abstract
The article examines the theoretical, methodological and applied foundations of developing the human resources potential of Ukraine’s industrial sector within the system of ensuring the country’s economic resilience and economic security amid military, demographic, technological and globalization challenges. It is substantiated that the human resources potential of industry is one of the key strategic resources of economic development, determining enterprises’ ability to maintain production continuity, adapt to structural changes, implement innovations and ensure the competitiveness of the national economy. It is demonstrated that contemporary existential threats have significantly transformed the structure of human capital in the industrial sector, resulting in shortages of qualified workers, the loss of critical competencies, increasing regional disparities in the labor market, and the need to reorient the human resources provision system towards the principles of workforce resilience. It is proved that ensuring the economic resilience of the industrial sector requires a shift from traditional personnel management to adaptive strategic management of human resources potential, combining human capital development, investments in human resources, lifelong learning, the digitalization of competencies, and the establishment of a system for managing critical professional skills. A conceptual approach to the integral assessment of human resources potential in the industrial sector is proposed, based on a system of socio-demographic, educational and qualification, economic, innovation and institutional indicators, enabling a comprehensive assessment of the level of workforce resilience across regions and individual industrial sectors. Based on cluster analysis, Ukrainian regions are to be grouped according to the level of human resources potential development and the favorability of the environment for its reproduction, thereby providing an analytical basis for developing differentiated public human resources policies. The priority directions for strengthening the human resources potential of the industrial sector are identified, including the development of vocational education and retraining systems, stimulating investment in human capital, supporting innovative employment, establishing partnerships among government, business and educational institutions, and creating mechanisms for retaining and attracting back highly qualified professionals. It is concluded that the development of human resources potential in the industrial sector is a decisive prerequisite for strengthening economic resilience, enhancing economic security, ensuring post-war recovery, and achieving the long-term competitiveness of Ukraine’s economy.
