Abstract

The article proves that in the modern knowledge-based economy, there is a need for cooperation of enterprises with the research and scientific environment, as this is the main condition for success in business. Such entrepreneurship ensures the introduction of new products, the use of modern technologies, flexibly responds to changes in the market, as well as introduces innovations in all areas of the enterprise and its environment. To objectively assess the external environment and its potential to ensure the transfer of new technical and technological solutions from science and research to business, the article forms the following functions of the institutional environment: research, mobilization, financial support, promotion and implementation. It is concluded that the diversity of goals, functions and forms of activity on the one hand, creates great opportunities to use the potential of the institutional environment in the process of technological entrepreneurship, and on the other hand, to use these opportunities SMEs must have appropriate competencies and strategic development concept. to absorb (receive) support and the ability to use it in the development of the enterprise. Analysis of the behavior of the institutional environment shows that some subjects of this environment are trying to calculate whether small and medium enterprises are able to perceive and implement innovations in activities related to technological entrepreneurship. Decisions on the transfer or sale of new technologies, on the provision of financial support for the purchase of specific technical solutions, on training with EU funds and others are made taking into account this ability. During the study, respondents (owners and managers) of small and medium enterprises were asked to assess the frequency of contacts with organizations from the external environment and the importance of these contacts in the acquisition and transfer of new technological solutions. The results of the survey suggest that the effective implementation of goals related to the process of technological entrepreneurship, on the one hand, is ensured by the active implementation of the institutional environment, and on the other adequate competence of small and medium enterprises in terms of finding and absorbing external support. The synergy of different organizations in the institutional environment of the enterprise can lead to success in technological entrepreneurship and ensure the appropriate level of development of enterprises involved in this process.
