TO THE ISSUE OF EVALUATION THE EFFICIENCY OF PUBLIC PROCUREMENTS

Abstract

The article defines the important role of public procurements in meeting the needs of taxpayers and the state in goods, works and services. Numerous violations and abuses led to the inefficiency of the public procurement system, which led to its radical change. As a result, the approaches to evaluating the effectiveness of purchasing activities have changed significantly. A comparative analysis of the concepts of "effectiveness" and "efficiency" in relation to procurement processes has been defined and carried out, evaluation criteria and procurement efficiency criteria have been characterized according to the "five rights" model, according to which, in the procurement process, a quality product should be sold in the optimal quantity at the minimum price (with optimal costs) at the right time with delivery to the specified place. The essence of the economic and organizational effectiveness of purchases, as well as their timeliness, is characterized. The goals and sources of information for the evaluation of public procurement at the macro level were determined, the content of the main areas of such analysis was investigated (peculiarities of legislation, statistics, competition, training and innovations in the field of procurement). Purchasing activity at the micro level takes into account the criteria of cost savings, effectiveness and quality of purchases, their price competitiveness, the level of automation and digitization of purchases. A mix of key performance indicators of public procurement was also formed, which included performance indicators, participation of new companies in procurement, performance indicators of contracts, evaluation of tender proposals according to various parameters, indicators of the level of training of procurement specialists and data on canceled procedures. It has been determined that in order to prevent irrational use and overspending of budget funds, proper state financial control should be ensured by conducting a state financial audit, checking purchases and their monitoring. It was found that in modern conditions, corruption risks are periodically detected, which significantly reduce the efficiency or interfere procurement implementation. Measures to prevent such risks are proposed.
