Abstract
The article examines the essence of migration capital as a comprehensive socio-economic resource for the development of Ukraine under the conditions of a wartime economy, demographic instability, and globalization of the labor market. It is substantiated that migration capital encompasses not only financial resources in the form of remittances from labor migrants, but also the human, intellectual, social, entrepreneurial, and innovative potential of the Ukrainian diaspora and forcibly displaced migrants. The current trends of migration processes in Ukraine are identified, characterized by a large-scale outflow of labor and intellectual potential, transformation of the employment structure, increasing importance of transnational connections, and the formation of new models of economic interaction between the state and migrant communities. The article emphasizes the dual nature of migration capital, which, on the one hand, causes the loss of labor resources, intensifies the demographic crisis, and leads to a shortage of qualified personnel, while, on the other hand, generates additional financial inflows, stimulates the development of small businesses, digital entrepreneurship, investment activity, and Ukraine’s integration into the global economic space. It is proved that under current conditions migration capital is becoming an important factor in maintaining macroeconomic stability, supporting the development of the domestic market, and ensuring the post-war recovery of the state. Particular attention is paid to the necessity of forming a modern state policy for migration capital management aimed at stimulating re-emigration, developing investment mechanisms for attracting migrants’ funds into the national economy, supporting human capital, and creating conditions for circular migration. The expediency of shifting from a policy of responding to migration challenges toward a model of strategic utilization of migration capital as a resource for economic resilience, innovative development, and social security of Ukraine is substantiated.
