Abstract

The article is devoted to investigating the transformation of the environmental management system in Ukraine under the conditions of a full-scale war and substantiating innovative approaches to natural resource management in crisis situations. Based on a comprehensive analysis of regulatory and legal frameworks, modern digital technologies, and environmental governance practices, it has been established that the war has caused a fundamental shift in the environmental management paradigm – from the formal compliance with environmental protection requirements to crisis-oriented environmental risk management aimed at ensuring a rapid response to emerging challenges and minimizing adverse environmental impacts. The study analyzes key legislative changes regulating the activities of business entities under martial law, including the introduction of a declarative principle within the permitting system, the improvement of state environmental control mechanisms, the algorithmization of demolition waste management processes, and the development of legal instruments for documenting cases of ecocide and war crimes against the environment. An operational framework for environmental managers responsible for organizing the sorting, accounting, processing, and reuse of demolition waste is substantiated, ensuring the implementation of circular economy principles and promoting resource conservation during post-war territorial recovery. Particular attention is paid to the role of digital technologies in environmental monitoring systems. The capabilities of Sentinel-2 and SAR satellite systems, Google Earth Engine platforms, artificial intelligence tools, and OSINT methods for the remote detection of environmental threats, assessment of environmental damage, risk forecasting, and the formation of evidence bases for international compensation mechanisms are examined. The significance of Human Capital Management (HCM) systems in the training, coordination, and management of environmental monitoring specialists operating within distributed teams and under conditions of restricted territorial access is also highlighted. The findings demonstrate that the synergy of satellite technologies, artificial intelligence, digital platforms, and adaptive governance forms an effective system for ecosystem protection, enhances the resilience of environmental management to crisis-related challenges, and creates a foundation for the sustainable recovery of Ukraine in accordance with the environmental standards of the European Union.
