Abstract

The article provides a comprehensive theoretical and methodological justification and develops conceptual principles for integrating international quality management system standards ISO 9001 into corporate project management systems in conditions of high market volatility. The evolution of the philosophy of quality standards is studied, where special attention is paid to the transformation of the process approach, the implementation of risk-based thinking and the functioning of the iterative loop of continuous improvement. A comparative analysis of the basic principles of ISO 9001 and leading project management methodologies and standards, in particular PMBOK, PRINCE2 and flexible Agile approaches, was conducted, which allowed identifying points of their conceptual convergence in the field of proactive risk management and eliminating contradictions between strict regulation and the dynamic nature of the project environment. A multi-vector matrix for assessing the initial readiness of an enterprise for integration based on four dimensions of maturity: process, cultural-behavioral, technological and competency. The architecture of end-to-end process modeling is described, which involves the implantation of quality requirements directly into the structure of each phase of the project life cycle in the form of automated compliance filters. The need for organizational restructuring of the traditional Project Management Office into the Integrated Project Management Office is substantiated, and a balanced model of individual role distribution is proposed, providing the quality manager with methodological independence from the project manager. A step-by-step algorithm for system deployment from the development of regulations to the pre-certification audit is determined, and methods for neutralizing bureaucratic barriers are identified. It is proven that the main driver of overcoming organizational resistance and minimizing paper burden is digital transformation based on modern software, big data, and artificial intelligence, which ensure the transition to predictive quality management in real time.
