FORMATION OF AN ORGANIZATIONAL AND ECONOMIC MECHA-NISM FOR REGULATING MIGRATION PROCESSES IN UKRAINE IN THE CONDITIONS OF HIGH MIGRATION ASPIRATIONS OF THE POPULATION
Abstract
The inconsistency of the existing state migration policy tools with the dynamics of military and demographic realities creates a deep gap between the needs of the national economy in labor resources and actual mobility trends. Traditional methods of administrative and fiscal influence are ineffective in conditions when the dominant motive for migration is not only economic benefit, but also a security imperative, which forms sustainable life strategies for leaving and integrating into foreign societies. The high external and internal migration activity of the population of Ukraine is emphasized. It is indicated that the existing migration crisis in our country is already having a critically negative impact on socio-economic development, and also calls into question the possibility of a full-fledged reconstruction of the national economy, the recovery of communities and regions of Ukraine after the war. It is shown that in the absence of a proactive migration policy of the state, focused on curbing migration processes and returning Ukrainians currently abroad to their homes, Ukraine faces challenges in maintaining its national security. Therefore, the conclusion is made about the relevance of the formation and implementation in Ukraine of an organizational and economic mechanism for regulating migration processes in conditions of high migration aspirations of the domestic population. Such a mechanism could unite with a single goal the goals, objectives, instruments and means of state (and not only) policy along two vectors: a) improving the organizational component of regulating migration processes, both in Ukraine and in relation to Ukrainians abroad; b) using sufficient economic incentives to weaken the migration aspirations of Ukrainians, their return from abroad, as well as inhibiting migration processes within the country. Therefore, the purpose of the study is to substantiate the procedures and elements of the formation of an organizational and economic mechanism for regulating migration processes in Ukraine in conditions of high migration aspirations of the population. An appropriate organizational and economic mechanism for state regulation of migration processes in Ukraine has been developed in conditions of war and internal and external migration crisis with its elements: policy subjects; objects of regulation; principles; methods and tools. The characteristics of the presented elements are determined by two interconnected vectors of the mechanism; (1) organizational, (2) economic.
