COMPLIANCE AS A CATALYST FOR STRATEGIC CHANGE MANAGEMENT IN UKRAINE’S ENERGY COMPANIES WITHIN THE FRAMEWORK OF POST-WAR INFRASTRUCTURE RECOVERY AND ECONOMIC MODERNIZATION

Abstract

Transformational processes caused by the full-scale war have significantly altered the operating environment of Ukrainian energy companies and imposed new requirements on strategic change management systems. Traditional management approaches, under conditions of heightened risks, regulatory turbulence, and the urgent need for rapid infrastructure recovery, are increasingly proving to be insufficiently effective. In this context, compliance is viewed not merely as a mechanism for monitoring adherence to rules and regulations, but as a strategic driver of change management that ensures transparency, accountability, resilience, and trust in the activities of energy enterprises. Under current conditions, the compliance system acquires the characteristics of a comprehensive management paradigm that integrates legal, ethical, anti-corruption, environmental, and social standards into the strategic management processes of companies in the energy sector. Its foundation is an institutionalized approach to risk management, ensuring compliance with international norms, the requirements of the European energy market, and the principles of sustainable development. The purpose of this article is to analyze the role of compliance as a driver of strategic change management in Ukrainian energy companies in the context of post-war infrastructure recovery and economic modernization. The study examines international and national practices of implementing compliance management in the energy sector, including corporate policies, organizational models, and mechanisms for integrating compliance into strategic management systems. The key areas of influence of compliance systems on the transformation processes of energy companies are identified, particularly in terms of managing regulatory, reputational, financial, and operational risks. The contribution of compliance to enhancing institutional capacity, investment attractiveness, and the resilience of energy enterprises during the recovery period is analyzed. It is demonstrated that compliance is not only a reactive mechanism for preventing violations but also a proactive instrument of strategic development that contributes to the formation of a modern corporate culture, adaptation to European standards, and the achievement of long-term goals of Ukraine’s economic modernization. Practical recommendations for strengthening the role of compliance in strategic change management are proposed, and a conceptual framework for its integration into the management systems of energy companies is developed. The article concludes that the implementation of compliance as a strategic driver of change creates a solid foundation for the recovery and sustainable development of Ukraine’s energy sector, enhances stakeholder trust, and contributes to the formation of a transparent, competitive, and resilient economy in the post-war period.
