DRAWBACKS AND AREAS OF IMPROVEMENT OF STATE REGULATION OF INVESTMENT&INNOVATION PROVIDING OF ECONOMIC SECURITY OF UKRAINE IN THE CONTEXT OF MANAGERIAL ASPECT
Abstract
Abstract. The article deals with the peculiarities of public policy in forming innovative&investment economic security of Ukraine. Among the methods of state regulation highlighted economic approach based on the creation of favorable trends for the development of the necessary economic and legal environment and administrative – for the introduction of well-defined constraints and restrictions from the government. The basic drawbacks of regulatory policy are determined, namely: the functions of information, analysis and diagnostics integrated system of periodic monitoring and diagnostics of investment and innovation to ensure the economic security of the state, its fragmentation – are unformed; accordimg to the planning function – lack of strategic and tactical planning in state documents defining the specific measures and means by which the goals will be achieved; the function of the organization – not initiating implementation functions for creating and developing new institutional infrastructure elements, areas of cooperation etc. according to the function of motivation – non-provision of incentives for all levels of government on active policy improvement; according to the function of control – non-use of practices for monitoring the effectiveness of public policy improvement of investment and innovation providing of entities economic security. For each of the outlined functions the directions for improvement of regulation methods, considering economic and administrative aspects, are proposed.
