INNOVATION POTENTIAL OF THE SOCIAL SPHERE IN THE CONTEXT OF SMART TRANSFORMATION
Abstract
The article is devoted to the development of the theoretical foundations of the innovation potential of the social sphere under the conditions of digitalization, the diffusion of smart technologies as well as the increasing requirements for effective public governance. The aim of the study is to systematize contemporary conceptual approaches to the innovative development of the social sphere, identify their theoretical strengths and limitations, and substantiate the author’s interpretation of the innovation potential of the social sphere. The evolution of scientific approaches from the concept of social innovation to the concepts of public value, innovation ecosystem, smart governance, and smart society is summarized. Their contribution to explaining the mechanisms of the formation, implementation, and evaluation of innovative development in the social sphere is identified, while their advantages and limitations are characterized. It is argued that none of the existing concepts alone provides a comprehensive explanation of innovation transformation processes, which necessitates their integration into a unified theoretical framework. The paper proposes the author’s definition of the innovation potential of the social sphere as the dynamic capacity of its institutions and stakeholders to mobilize, combine, and transform human, financial, organizational, technological, informational, and social resources into new or significantly improved services, practices, and interaction models aimed at creating public value. The key characteristics of the innovation potential are identified, including dynamism, multi-stakeholder interaction, ecosystem orientation, the integration of digital technologies, cross-sectoral partnership, and a focus on public value. The concepts of innovation potential, innovation activity, and innovation performance are differentiated, providing a methodological basis for their independent assessment. The scientific novelty of the study lies in the development of an integrated theoretical approach to interpreting the innovation potential of the social sphere, combining the resourcebased, institutional, ecosystem, and smart approaches. The practical significance of the findings lies in establishing a theoretical foundation for developing the structure of the innovation potential of the social sphere, a system of indicators for its comprehensive assessment, and mechanisms for managing the smart transformation of the social sphere in the context of digital transformation and the post-war recovery of Ukraine
