MODERNIZATION OF THE PUBLIC INSTITUTIONAL ENVIRON-MENT OF INNOVATIVE ACTIVITY: AN ECOSYSTEM APPROACH TO MANAGERIAL CAPITAL
Abstract
The institutional environment of innovative activity in the public administration system is usually consi-dered as a set of formal rules and informal norms that regulate the interaction of innovation activity subjects. This is one of the system-forming factors that determines the intensity and effectiveness of innovation processes. The article substantiates an ecosystem approach to managerial capital within the framework of the modernization of the public institutional environment of innovative activity in the context of an increasing probability of technological singularity. The conceptual principles of the innovation ecosystem and the features of innovative activity within it are highlighted. It is revealed that the efficiency of ecosystem interaction is ensured by the ability of actors to jointly make decisions and mobilize managerial, social and institutional resources. Managerial capital is defined as a structural element of the public institutional environment, which forms the ability of state and intersectoral institutions to facilitate interaction and stimulate the sustainable development of innovation processes. Ukrainian practices of modernization of the public institutional environment are analyzed, in particular in the field of defense technologies, the development of domestic university startup schools and acceleration programs. The feasibility and possibility of implementing the best international approaches to the ecosystem modernization of the public institutional environment are determined. It is shown that the increase in the level of managerial capital ensures the sustainability of processes and contributes to the formation of a holistic model of public management of innovation activities. Key mechanisms of modernization are identified, including deregulation, digitalization and the transformation of the role of the state from a regulator to a coordinator, which creates conditions for the formation of joint innovation value. Further research is recommended to be directed at assessing the effectiveness of intersectoral coordination, and developing a methodology for measuring
managerial capital in the dynamics of innovation processes.
