SYNERGETIC INTERACTION OF STAKEHOLDERS AS A FACTOR OF ENSURING SUSTAINABLE TOURISM AND DEVELOPING THE TOURISM POTENTIAL OF UKRAINE’S NATURAL PROTECTED AREAS

Abstract

Sustainable development of tourism in protected areas is a complex systemic task that encompasses economic, environmental, and social dimensions, the solution of which requires not only a formal separation of functions among stakeholders, but also ensuring their synergistic interaction. This article substantiates theoretical and methodological principles and develops practical mechanisms for synergistic interaction of stakeholders in the system of sustainable tourism development management in natural protected areas in the context of wartime and post-war challenges. The relevance of the study stems from the need to transition from declarative state regulation of tourism

activities to a comprehensive coordinated policy capable of ensuring the balancing of economic, environmental and social interests of all participants in the tourism process in the context of large-scale degradation of ecosystems caused by the full-scale war in Ukraine. The article defines the range of stakeholders in sustainable tourism development in natural protected areas and reveals the specifics of the functional roles of each group of stakeholders. The need to expand the role functions of tourism enterprises in the direction of eco-innovations, social responsibility and educational activities is substantiated. The strategic importance of related non-tourism business entities as active participants in environmental restoration projects in nature reserves has been determined, which is of particular relevance in the context of post-war reconstruction. A SWOT analysis of the state regulation system for sustainable tourism development has been carried out and relevant management recommendations have been proposed. The crucial role of tourists as stakeholders, whose behavior patterns directly determine the ecological footprint of tourism activities, has been proven, and the need for the introduction of a comprehensive system of their information and education has been substantiated. The synergistic interaction of stakeholders is considered as a mechanism for forming collective responsibility for the preservation of the natural and historical and cultural heritage of tourist destinations and ensuring their long-term competitiveness.
