IDENTIFICATION OF STRATEGIC GUIDELINES FOR THE FORMATION OF AN INTEGRATED INVESTMENT CLIMATE AND ATTRACTION OF INVESTMENTS IN THE ECONOMY AND DEVELOPMENT OF THE REGION

Abstract

Taking into account the development potential of the region is critically important when forming a proactive investment policy in Ukraine, as this allows to define a holistic and consistent strategy aimed at economic and social growth, strengthening the security capacity and resilience of territories in the face of new challenges. The research actualizes the problems of the state policy of improving the investment environment of the region in the conditions of the war in order to re-establish investment activity, attract investments to preserve the economic system under crisis and its rebuilding and modernization at the stage of the country's post-war recovery. The main focus of the research is the formation of a high-quality favourable integrated investment climate in the region. Therefore, the purpose of the study is to identify strategic guidelines for the formation of an integrated investment climate and attracting investments to the economy and rebuilding of the region. The following methods of analysis were used in the study: grouping, logical analysis, strategic management (during assessing the quality of the state regulation system of the development of investment environment in the region), system analysis (for the purpose of developing organizational and economic means of the regional policy for the development of investment activity in the region), analytical and predictive calculations (for determining the directions of the regional policy for stimulating investment activity). The scientific novelty of the research results lies in the further development of the methodological and applied principles of substantiation of the strategic priorities of the regional policy for improving the investment environment in the region under conditions of war. The key prerequisites, goals and objectives of the improvement of the investment environment are defined in the focus of (I) stabilization of the economy and (II) post-war recovery of the region (on the example of the Lviv region). The existing and unused potential of the network of industrial parks in the Lviv agglomeration is characterized. Target orientations, tasks and measures for the formation of a full-fledged integrated investment climate of the region under conditions of war and post-war recovery have been determined. It is concluded that in the context of the post-war recovery of the economy of the Lviv region, the main task should be to determine structural investment priorities. This means clearly identifying priority areas for the development of the region's economy and ensuring conditions for attracting investment resources to such areas.
