Abstract
The article identifies a number of features of the development of foreign trade in services at the regional level, which include raw material and resource supply, spatial and territorial location, competitive potential, infrastructure support and other aspects. The structural and functional analysis of foreign trade in services in terms of export and import operations made it possible to group the regions of Ukraine and identify the leading regions, regions with the lowest export/import of services, regions with the largest drop in export/import of services, as well as regions with positive dynamics of export/import of services. It is concluded that the regions that demonstrated positive dynamics of service exports were able to ensure growth or maintain stability of this indicator, despite difficult economic, political and other conditions. The geographical and spatial distribution of service imports demonstrated how different regions of Ukraine satisfy their economic needs, taking into account the characteristics and industry specialization of the local economy. The results of the structural and functional analysis clearly demonstrated the negative impact of war and occupation on foreign economic activity and the stability of economic processes in regions located on the front line or in zones of active hostilities. Characteristics of the balance of foreign trade in services in Ukraine by region are provided and the negative value of this indicator is revealed in Poltava, Dnipropetrovsk and Donetsk regions. The following are considered strategic guidelines for the regional policy of activating foreign trade in services in Ukraine: (1) development of local infrastructure for trade in services, (2) improvement of the regulatory framework in the regions, (3) training and development of local highly qualified workforce, (4) strengthening support for innovation and digitalization, (5) support for local small and medium-sized businesses, (6) expansion of international interregional cooperation and partnership, (7) strengthening the promotion of services in international markets, (8) constant monitoring of the implementation of strategic initiatives.
