SECURITY FACTORS OF REGIONAL HOSPITALITY INDUSTRY DEVELOPMENT IN THE POST-WAR PERIOD

Abstract

The article examines the modern factors of functioning and prospects for the development of the hospitality industry of the Lviv region in the conditions of the war and post-war periods, taking into account security factors. The prospects for implementing business sustainability standards were analyzed, including the availability of shelters, backup energy sources, emergency insurance, and cyber and financial security. The importance of state regulation and regional security protocols, including physical, sanitary-epidemiological, and informational aspects, is emphasized. At the destination level, the environmental, socio-economic, and infrastructural security of the region, the need for reconstruction of transport and tourism infrastructure, protection of cultural heritage, and the formation of a positive image through international communication and promotional campaigns were analyzed. Special attention is paid to the role of the hospitality industry in ensuring the economic stability of the region. An author's mathematical model is proposed, based on a system of structural equations of demand, supply and price dynamics, taking into account security factors and scenario analysis. Three development scenarios have been developed: conservative, basic, and optimistic, which differ in the speed of economic growth, opening of air services, investment activity, and level of security. Directions for further research are proposed - collection of statistical data, estimation of model parameters using econometric methods, calibration and testing of forecast sensitivity. It is determined that a systematic approach to safety in the hospitality sector is a necessary condition for the post-crisis recovery of the Lviv region. It is proposed to move from reactive actions to standardized practices that include minimum requirements for physical, digital, and organizational security, as well as a combination of public, regional, and private funding mechanisms. It has been established that the comprehensive implementation of these approaches will allow the Lviv region to transform from a region of temporary wartime security into a leading tourist center in Eastern Europe with high standards of sustainability and trust.
