Abstract
The article substantiates the importance of improving approaches to regulating innovation activity and the need to form an institutional environment capable of promptly responding to and adapting to market challenges, crisis phenomena and shocks, taking into account the peculiarities and priorities of the development of the regional economy. The main components of the institutional environment for the modernization of innovation activity (regulatory and legal, organizational, economic, educational and scientific, technical and technological) are identified and their key elements are detailed. Within the framework of the proposed approach, regional features of the modernization of the institutional environment are identified, on the basis of which it is possible to qualitatively form the basis for a full-fledged reformatting of the national model of regulating innovation activity. In particular, the importance in the regions is emphasized: initiating changes to legislation and regulatory acts, implementing regional strategies, programs and plans, implementing rules, instructions, provisions and methods for regulating innovation activity (regulatory and legal component); development of innovation infrastructure facilities, specialized industry associations, local profile public organizations and professional associations, regional technology transfer centers (organizational component); introduction of benefits, grant programs, government orders for innovative developments of local enterprises, attraction of international investment projects and co-financing programs by the region, creation and development of regional funds to support innovation activities (economic component); expansion of the areas of work of regional research institutes, laboratories and centers of innovative developments, implementation of retraining programs, advanced training and professional development of the local population, implementation of regional scientific and educational technical and technological projects and cooperation programs with European and world universities (educational and scientific component); strengthening the digitalization of business and public administration systems, creation and development of local centers for testing new technologies, modernization of production equipment at local enterprises, development of local R&D infrastructure (technical and technological component).
