Abstract

The purpose of the article is to identify problematic aspects, as well as substantiate the strategic priorities and means of state policy to strengthen the financial and economic security of small businesses in Ukraine. Theoretical and methodological approaches to the essential interpretation of the concept of "financial and economic security" are generalised. The authors’ interpretation of the concept of financial and economic security of small businesses is given. According to the results of the analysis, it is substantiated that the state of financial and economic security of the small business sector in Ukraine is insufficient. Problematic aspects of financial and economic security of small business entities in Ukraine have been identified. The purpose, strategic priorities, tasks and means of the state policy of strengthening the financial and economic security of the small business sector in Ukraine are substantiated. In particular, the main goal of the policy is to create appropriate conditions for business, ensure an adequate level of protection of the business sector from internal and external threats, strengthen the role of businesses in minimizing security risks, ensuring an innovative component of the national economy. The operational goals, means of realization and means of control of efficiency of the state policy of maintenance of financial and economic safety of small business in Ukraine are defined. The practical significance of the study is to substantiate the methodological principles of monitoring as a process of data collection, formation and generalization and diagnosis as a diagnosis and determination of methods and means to improve the financial and economic security of small businesses. The methodology is based on information support, formed from the values of safety indicators, selected for such groups of parameters as: financial and economic independence; stability, efficiency of functioning; protection of financial and economic interests; protection from external and internal threats; the ability of small businesses to develop.
