Abstract

In modern scientific research on tourism development, more and more attention is paid to tourism clusters. Many regional strategic development plans consider it expedient to form clusters, so the issues of defining tourism clusters, assessing their impact on the economy of the region and the country, and forming a concept for the tourism clusters development are relevant. The purpose of the study is to substantiate the cluster model of tourist destination development. The article defines a tourist region (destination) as an area that attracts tourists due to its attractions, providing them with accommodation and catering (i.e., hospitality services). The author shows the subjects and stakeholders of the destination, as well as the complexity of the relations that exist between them in the form of a network model. It is argued that the implementation of a cluster approach in the tourist destination management allows the effective interaction between organizations involved in tourist services, their partners and public authorities. Approaches to defining the concepts of "cluster" and "tourist cluster" are considered. The arguments in favor of the formation of clusters in the tourism industry are presented. A model of a tourism cluster is presented. It is noted that the activity of regional tourism clusters takes place in active interaction with the socio-cultural and ecological environment. The factors that impede the formation and development of tourism clusters in Ukraine are analyzed and a system of measures to enhance the tourism clusters development is proposed. The cluster model of regional development activates entrepreneurial activity in the field of tourism, contributes to the creation of new working places, increase in local incomes and budget revenues, improvement of the quality of tourism products, etc. The functioning of tourism clusters contributes to the wider use of innovative and information and communication technologies, raising the level of qualification and intellectual potential of personnel employed in the tourism industry.
