Abstract
The article examines the stages of evolution of institutional paradigms of government organization management and city management. The article systematizes a pool of innovative solutions to achieve sustainable development of cities that require integrated management. The theoretical and practical aspects of the sustainable growth of cities were studied, the components of technological tools in open governance were systematized. The classification of the types of openness of government policy according to Jürgen Habermas (representative, journalistic, political, civil) according to the stages of formation and development of the governance system has been adapted. The concept of platform urbanism is characterized. The categorical apparatus of open governance and platform urbanism is characterized. The categorization of Government-as-a-Platform (Gaap) and City-as-a-Platform (СaaP) according to platform urbanism and the governance paradigm through the prism of Jürgen Habermas's openness are presented. The classification of types of openness of government policy has been expanded, which can be used in the formation of mechanisms of open governance, in the development of an innovative approach for platform urbanism, and to improve the practice of democratic governance and citizen participation. Emphasis is placed on the assessment of open governance mechanisms for the processes of analysis of the openness of politics and management. The author's vision of the system of the main components of platform urbanism is presented. It is outlined by the author that it is aimed at creating an integrated and convenient city management system that meets the modern needs and challenges of urban development. It is noted that the evolution of CaaP, as a new paradigm of platform urbanism, involves a new form of urban management that is more open and involved, using technologies to organize and mediate the cooperation of various members of society. Governance SaaR is about implementing technological tools that enable open and massive collaboration in the urban ecosystem to solve complex problems in cities based on data sharing and collective knowledge contribution.
