Abstract

In the modern context of global instability and extreme situations, effective risk management of innovative activities becomes a determining factor in ensuring enterprise resilience and competitiveness. A systematic approach to the identification, assessment, and mitigation of risks enables business continuity and promotes the sustainable development of innovation potential. The article proves that managing the risks associated with the innovative development of enterprises under extreme conditions is crucial for maintaining their stability and competitiveness. The use of both reactive and proactive approaches, the Agile methodology, and cooperation with partners provides enterprises with comprehensive tools for effective risk response. The integration of these approaches allows enterprises not only to reduce the negative impact of crises but also to optimize resources for supporting innovation activities. The mathematical model developed based on these approaches demonstrates that systematic analysis of risks and the costs of their mitigation enables enterprises to plan their actions efficiently in the face of extreme situations. It is substantiated that the use of scenario analysis and a dynamic approach improves forecast accuracy and allows risk management strategies to adapt to changing conditions. The application of machine learning methods and early warning systems enhances the ability of enterprises to detect potential threats in time and minimize their negative effects. The practical use of the obtained model results enables enterprises to prepare in advance for various development scenarios, secure reserves, and optimize budgets. It is argued that the flexibility ensured by the Agile methodology and strategic cooperation with partners provides additional advantages in maintaining business continuity and supporting innovation activities under extreme conditions. Thus, this study confirms the importance of an integrated approach to risk management that combines proactive and reactive strategies, flexible management methods, and collaboration to ensure the sustainable development of enterprise innovation activities. This approach allows enterprises not only to adapt to challenges but also to effectively seize opportunities that arise under complex conditions.
