RESEARCH METHODOLOGY OF THE REGIONAL BANKING SYSTEM AND ITS LEVEL OF DEVELOPMENT
Abstract
The article presents the author's approach to the interpretation of the essence of the regional banking system, specifies the signs of its functioning and outlines the methodology for assessing the level of its development, its place and significance in the regional social system. The purpose of the article is to substantiate methodological approaches to assessing the level of development of the regional banking system. In the course of the study, it was de-termined that the banking system of the region is a relatively independent subsystem of the national banking system and the regional economy. It is proved that the dual institutional and functional affiliation of the regional banking system means its functional focus on both the implementation of the functions of the national banking system and the regional economy. Structurally, the regional banking system is represented by a set of banking institutions located in a defined territory of the regional social system, which are also included in the set of banking institutions that form the entire national banking system. It was noted that a comprehensive assessment of the functioning of the regional banking system can be carried out on the basis of the index method, which should be based on the following indicators: the index of saturation of the region with financial services, generally accepted indicators of the analysis of the state of the bank, various indicators of the assessment of the development of the banking system of the region, which provide an analysis of the development of the regional banking system according to different groups of indicators from the standpoint of institutional development, indicators of impact on the regional economy, structure of assets and liabilities. It is proposed to investigate the similarity or difference between regional banking systems using cluster analysis depending on the metric distance between them. Further research should be related to the development of criteria for the degree of regionalization of the banking system, the determination of strategic directions for its reform, taking into account the significant reduction in the number of regional units - branches and off-balance-sheet branches, the reduction of the volume of credit, investment and deposit activities in the temporarily occupied territories and indicators of the effectiveness of functioning of the regional banking system.
