ECONOMETRIC ANALYSIS OF THE NATIONAL ECONOMY IN THE CONDITIONS OF STRATEGIC DEVELOPMENT OF THE REGIONS OF UKRAINE

Abstract

The scientific article examines the prerequisites for the emergence of global strategic planning for the development of regions and the formation of sustainable development goals in Europe and Ukraine. The results of the implementation of the first stage of the sustainable development strategy "Ukraine-2020" were analyzed. Positive changes in financial and economic indicators in the process of the country's major reforms are identified, and the factors of unsuccessful implementation of achieving the goals of sustainable development are indicated. Sustainable development goals that have the status of probable implementation, positive dynamics and those that are almost unattainable are singled out. According to the monitoring report of 2020, it was determined that with the current management model, 4 out of 17 set goals can be achieved. On the basis of statistical data, the results of the implementation of local budgets were investigated and analyzed. It was determined that since the beginning of major reforms in Ukraine in 2015, the share of local budgets increased from 22-25% to 30-45% on average, and the level of subsidies decreased by 11%. The results of the analysis of indicators of consolidated budget expenditures allow us to assert the growth of education financing at the expense of the local budget, while in the field of health care, on the contrary, funding from the state budget is more active. With the help of an econometric model, the influencing factors on the formation of national local budgets are substantiated. The largest revenue items, namely tax and non-tax revenues and expenditure items – education, health care, public administration, were taken for the study. Indicators of tasks from 17 sustainable development goals served as factors. It is argued that the level of the nominal salary is the most influential factor in almost all of the mentioned items of income and expenditure of the local budget, therefore the standard of living of the population plays an important role in the development of the regions and the country as a whole. Despite the fact that some positive changes have taken place in Ukraine after the reforms, not all goals of sustainable development can be achieved today. That is why the strategic planning model that takes into account the risks of today's internal and external threats needs to be improved.
