CONCEPT OF RATING ASSESSMENT OF REGION ON THE BASIS OF THE USE OF THE THEORY OF HUMAN CAPITAL AND COMPETENT APPROACH

Abstract. The article proposes an approach to assessing the human capital of an educational institution and the region based on the concept of human capital and a competent approach. It must be acknowledged that the rating approach to their evaluation has common features with the methods of constructing various rating assessments that are widely used in various sectors of the economy. The advantage of the proposed approach is the substantive justification of the system of evaluation indicators based on realization of the true role and place of the person in the modern economic system of society, which is most fully disclosed in the category of human capital. A look at the staffing of the schools or its subdivisions in terms of the category of human capital makes it possible to assess the organization's ability to solve the tasks of ensuring an appropriate level of higher education and its successful entry into a single European educational space.
