PLACE AND ROLE OF UKRAINE'S TRANSPORT AND LOGISTICS INFRASTRUCTURE IN EU TRANSPORT AND LOGISTICS PROCESSES
Abstract
The place and role of Ukraine's transport and logistics infrastructure in the EU's transport and logistics processes are analyzed. It has been argued that Ukraine remains an important participant in the EU's logistics processes, and its transport and logistics system is one of the largest in Europe, which is being actively restored, focusing on integration with TEN-T and compliance with the transport standards of the European Union. The transport and logistics system of Ukraine faces a number of urgent problems, especially in conditions of martial law, including: destruction of infrastructure, blockade of seaports, insufficient funding, low throughput, dependence on old technologies, imperfect legislation, and personnel problems. It is noted that the main problems in the operation of Ukraine's transportation and logistics system in the context of a full-scale invasion are: destruction of infrastructure, blockade of seaports, congestion of border crossings, energy challenges, personnel shortage, lack of investment, legal and bureaucratic barriers, etc. The peculiarities of the functioning of Ukraine's transportation and logistics system are a favorable geographical location, dependence on rail transportation, the development of multimodal transportation, military challenges, international integration, digitalization of processes, import dependence. It has been proven that Ukraine's transportation and logistics system largely depends on international trade, especially in the agricultural sector and metallurgy. It has been proven that despite active military operations, a shortage of specialists and employees, and personnel rotations in the management of the industry, Ukraine's transport in 2024 continued to function, actively providing the needs of the economy and passengers, and the necessary logistics to strengthen the state's defense capabilities. The following trends have been positive: the functioning of the maritime corridor, the digitalization of logistics, the development of multimodal transportation, international integration, and innovative insurance mechanisms.
