ASSESSING THE EFFECTIVENESS OF LEADERSHIP AS A PHENOMENON OF THE INNOVATIVE POTENTIAL OF THE NATIONAL ECONOMY

Abstract

In the current context of shaping an innovation-oriented model of national economic development, the role of intangible factors is steadily increasing, among which leadership occupies a special place. Moving beyond the traditional interpretation of leadership as an individual managerial characteristic necessitates its consideration as a systemic socio-economic phenomenon that directly influences the formation and realization of the innovative potential of the national economy. The relevance of this study is determined by the insufficient development of approaches to assessing leadership effectiveness at the macroeconomic level and by the fragmented nature of existing methodologies that fail to account for the complex character of innovation processes. The purpose of the article is to substantiate the theoretical and methodological foundations for assessing the effectiveness of leadership as a phenomenon of the innovative potential of the national economy and to develop a logical model of the relationship between leadership quality, innovation capacity, and economic development dynamics. In this study, leadership is considered a system-forming element that ensures the coherence of strategic decisions, resource mobilization, the formation of an innova-tion-friendly environment, and the transformation of innovative ideas into practical economic outcomes. The article reveals the content of the innovative potential of the national economy as a multi-level system that integrates human, institutional, managerial, and technological resources. An approach to understanding leadership effectiveness in the macroeconomic dimension is proposed, based on the ability to stimulate innovation-driven changes, enhance institu-tional quality, and ensure sustainable economic development. The feasibility of applying an integrated indicator-based approach to assessing leadership effectiveness is substantiated, combining economic, social, institutional, and innova-tion-related parameters. The practical significance of the results lies in the possibility of applying the proposed logical model and system of indicators to analyze leadership effectiveness at the national economic level, forecast the outcomes of managerial decisions, and formulate strategies for innovation-driven development. Prospects for further research are associated with empirical testing of the proposed approaches and the adaptation of indicators to the conditions of different national economies.
