FINANCIAL PROVISION OF REGIONAL DEVELOPMENT AS THE BASIS OF UKRAINE'S NATIONAL SECURITY

Abstract

The article examines the theoretical, methodological and practical aspects of financial support for re-gional development as a key factor in strengthening the national security of Ukraine. The relevance of the study is due to the growing role of regions in the system of socio-economic transformations, the need to form effective financing mechanisms and adapt state policy to the conditions of martial law and post-war recovery. The level of financial capacity of regions determines not only their socio-economic potential, but also the stability of the state, because de-centralization and financial independence of communities have become basic elements of national security. The need for a comprehensive approach to the formation of sources of financing for regional development is emphasized - budg-etary, tax, investment, credit and grant resources. Effective organization of intergovernmental relations, the use of local taxes, attracting private capital and international aid can ensure the stability of socio-economic processes in the field. At the same time, the risks of financial dependence on external creditors and donors, which may threaten financial sov-ereignty, are outlined. Particular attention is paid to the importance of regional investment programs aimed at develop-ing infrastructure, restoring production, increasing energy efficiency and introducing innovations. Proper financial support for such programs contributes to economic stability, employment, reducing inequality and increasing the com-petitiveness of regions. Regional development in modern conditions acts as an indicator of national security, ensuring balance and reducing the risks of social conflicts. It is concluded that the formation of an effective system of financial support for regional development is an important prerequisite for economic growth and political stability in Ukraine. It is necessary to improve the legislative framework, strengthen financial control and transparency, and strengthen the institutional capacity of local governments. All of the above will contribute to the financial independence of regions and create conditions for sustainable development, which will become a reliable basis for national security.
