PROBLEMS AND STRATEGIC VISION OF THE STATE MIGRATION POLICY IN THE CONDITIONS OF THE CHALLENGES OF WAR AND THE NEED FOR EUROPEAN INTEGRATION OF UKRAINE

Abstract

The article focuses on the processes of intensification of the migration of the population of Ukraine in the conditions of a full-scale war. It is shown that the war serves as a natural and most existential factor in the activation of large-scale migration of the population with all the negative consequences of these processes, such as the loss of entire generations, the washing out of labor potential (including the most hard-working population, highly qualified workers, representatives of scarce professions), aggravation of the demographic and social crisis, the loss of the young population, the withdrawal of brains and capital from the country, etc. Therefore, it is argued that migration policy should become dominant in the system of state regulation of the country's socio-economic progress, preservation of its human and resource potential, creation of prerequisites for post-war recovery and subsequent reconstruction. In addition, it should be understood that the formation of a high-quality and capable migration policy is also an important task in the system of activation and acceleration of the processes of European integration of Ukraine, because at the time of accession to the EU, Ukraine should appear as a highly developed country with an appropriate level of sociodemographic stability and civilized regulation migration and other processes. That is why the purpose of the research is to generalize the problematic aspects and form a strategic visa of the state migration policy in the conditions of the challenges of the war and ensure the course for the European integration of Ukraine. The composition of the most acute and relevant migration challenges and threats for today's Ukraine is listed, including h national stability and security of the state. The strategic orientations, mechanisms and tactical means of the state policy of reducing the level of migration losses of the population of Ukraine in the conditions of a full-scale war have been determined, which, to one degree or another, are focused on improving the quality of life of the population, developing and revitalizing the economy, modernizing and improving the structural characteristics of regional labor markets and increasing the supply of available jobs, improving youth policy, social and housing policy, stimulating the development of entrepreneurship, eliminating critically acute differentiations and disparities in the socio-economic development of territories, in particular remote, rural, depressed, etc.
