Abstract

The relevance of the study is обусловлена the growing threats to the national security of Ukraine, including military aggression, natural and man-made emergencies, as well as hybrid and cyber challenges, which significantly increase the role of civil protection in the national security system. Civil protection units constitute a key element of the mechanism for protecting the population, territories, and critical infrastructure, and the effectiveness of their activities largely depends on the quality of legal regulation, coherence of powers, and efficiency of administrative and legal mechanisms. The purpose of the article is to conduct a comprehensive analysis of the legal framework governing the activities of civil protection units as an integral component of the national security system and to identify the main directions for improving legislation in this field. The article systematizes current legal acts regulating civil protection, analyzes administrative and legal mechanisms of governance and interagency coordination, examines the organizational foundations of civil protection units at the state, regional, and local levels, and explores international standards and foreign experience. The main results of the study include the identification of key legal principles governing civil protection activities, the detection of fragmentation and duplication of legal norms, insufficient standardization of procedures, shortcomings in coordination and digitalization of management, as well as the formulation of proposals for the codification of legislation, unification of terminology, strengthening interagency cooperation, and improving the level of training of personnel and the population for actions in emergency situations. Prospects for further research are related to the development of a comprehensive model of legal regulation of civil protection in conditions of martial law and a state of emergency, harmonization of national legislation with international standards, and the introduction of integrated digital management platforms and electronic registers in the field of civil protection.
