REQUIREMENTS FOR THE ADAPTABILITY OF THE CIVIL SERVICE INSTITUTE: EUROPEAN INTEGRATION TRENDS

Abstract

The article analyzes the requirements for the adaptability of the civil service institute in the context of the European integration trends of Ukraine. It was established that the adaptability of the studied institute is an essential principle and requirement of European standards in connection with the trends of globalization, transformation and informatization of social reality. It becomes not just a functional apparatus, but also a living organism that adapts to the requirements of the time and integrates European values into the basis of its activity, the development of the civil service takes place in parallel with the choice of society in the European future, which provides it with a strategic vector for improvement and self-realization. The principle of adaptability of the civil service institute emphasizes the importance of the flexibility and readiness of the legal system for changes, which is the main factor for ensuring justice, stability and development of society. The updating of legal regulations creates a need for a constant process of analysis and adaptation of regulations to the current needs of society, with special attention being paid to such aspects as technological progress, changes in socio-economic conditions and new social needs. It is summarized that the adaptability of the civil service institution includes four key areas: systematic updating of the normative-legal field of civil service functioning, which ensures the possibility and readiness of the legal system to change or supplement regulations to take into account modern realities and challenges of society; harmonization of domestic legislation with international sources of rights and conditions to ensure the protection of the rights and interests of citizens in changed conditions and to take into account their needs; rapid response to crisis situations and emergency events is that the public service institution must be ready to respond instantly to unforeseen events, crisis situations and provide additional mechanisms and tools for management in the specified conditions; stimulation of development and innovation, which includes the development and improvement of legal instruments and mechanisms aimed at promoting the development of technological and organizational-management positive trends to ensure social progress.
